Phase 0 of the runicgateway.com plan, conflict 10.

The phase table still showed phase 4 — delivery: the admin Modules screen + the Docker path as ⬜. The module system shipped on 2026-08-12: the admin Modules screen exists, MODULES resolves manifests at container start, and this module has been released four times through that path, most recently v1.0.1.
