What & why

The permission manager (docs/modules/rust/PLAN_REDESIGNS.md §1) reads the plugin's whole permission store. This adds one opaque forward: POST /permissions/inventory → perm.inventory. The body is {snapshotId?, page?}; paging is the plugin's and the website's, and no page is kept here. Spec: PROTOCOL.md §19.9. Tracking: Module-Rust#21.

How it was tested

cargo fmt --check and cargo clippy -- -D warnings are clean. cargo test is 66/66, including a new test that an inventory request keeps its paging fields and cannot choose its own command.
A static musl build is deployed to both rigs (the old binary is kept as rust-link-sidecar.p13step2). The walk core read both rigs' inventories through it.
