What & why

The org lead asked (2026-09-28) for RaidableBases, Kits, Economics and Backpacks to be first-class supported plugins in the Rust module. This PR adds them to modules/rust/PLAN_REDESIGNS.md as §11, together with the org lead's four answers, recorded as D199–D202. No code yet. Tracking: Module-Rust#21.


D199	Economics, Backpacks and RaidableBases become optional integrations: detected at hello, refusing with a reason when absent, and not required by the installer. Kits stays required.

Economics was last released about two years ago.
There is a community report of Backpacks data lost across a Carbon restart.
RaidableBases is two products with different features and release lines.
Each plugin's build starts by pulling its current source and running a rig spike.

Needs the org lead: testing the paid RaidableBases edition needs a licence on the rigs.

§9 puts this after the six redesigns. §11.5 leaves protocol 13 or 14 to be decided when the work is reached.

How it was tested

Docs only. The plugin facts come from uMod and Codefling pages and the plugins' sources. Signatures marked unconfirmed are pulled again before their build.
