What & why

The docs half of Module-Rust's feat/map-marker-labels (PLAN_REDESIGNS §4, D196).

§4.1 As built: covers the storage (one row per label), the precedence (server over fleet over the built-in list), the 22-label built-in list, where the filter is applied, the admin card, the tests, and the walk.
D213 (new table in §10): eight labels found on the 6000 map also start hidden. They are Canyon B, Canyon C, Lake A, Oasis A, Oasis C, Mountain, Train Tunnel Link and Abandoned Cabins.
The label list was verified on a rig. rust-carbon was regenerated at world 6000, seed 981448696, and that map carries every built-in label.
Memory note. A 6000 world was killed at the rig's old 8 GB limit, so the Carbon rig now has 12 GB.
Status line. The line at the top now reports §3 and §4.

Docs only. The content matches the code on the Module-Rust branch and the walk recorded in §4.1.
