Small patch fix to the branding footer.

The "Powered by Runic Gateway" wordmark in SiteFooter is now a hyperlink to the RunicGateway Gitea org:

  • Wordmark wrapped in an <a> (opens in a new tab, rel="noopener noreferrer")
  • Added a subtle accent-color hover on the wordmark via .site-footer-brand-link
