Adds a short License section to the README clarifying what GPLv3 does and does not cover.

Agentic Bridle's own source is GPLv3. Crate dependencies and the services Bridle integrates with or bundles via Docker Compose — Gitea, the Gitea MCP server, Kanboard, Qdrant, and any embedding server — keep their own licenses and are not relicensed by this project.

This documents the current state; it does not settle whether GPLv3 remains the license, which is still tracked in #13 against Phase 9.

One file, +9 lines. Originally pushed to docs/implementation-plan after #1 had already merged, so it's been cherry-picked onto a branch off current main.
