docs(android): mark M0 scaffold landed, M1 next
Update the PLAN.md status header now that the Android-app repo scaffold (RunicGateway/Android-app#2) is in: Gradle+Compose+Hilt skeleton, version catalog, and CI. Records M0 done and points at M1 (functional Kotlin pass). Co-Authored-By: Claude <noreply@anthropic.com>
