Post-extraction cleanup of the docs repo.

Doc-to-doc references repointed from the old docs/… prefix to the co-located sibling filenames (these docs live under link/ here now), e.g. `docs/INTEGRATION.md` → `INTEGRATION.md` in PROTOCOL_2.md, ADMIN_CONTROLS.md, and the README snapshot.
