Companion to RunicGateway/Android-app#2 (the M0 repo scaffold). Updates the android/PLAN.md status header from "planning; no app code yet" to record M0 — repo scaffold as landed (Gradle + Compose + Hilt skeleton, version catalog, CI) and point at M1 (the functional Kotlin pass). No contract/endpoint content changes — this is a status sync per the docs-stay-in-sync rule.

Update the PLAN.md status header now that the Android-app repo scaffold
(RunicGateway/Android-app#2) is in: Gradle+Compose+Hilt skeleton, version
catalog, and CI. Records M0 done and points at M1 (functional Kotlin pass).
